⚠️ Critical for Exporters
ISPM-15 compliance is mandatory for all wood packaging materials (including pallets) used in international shipments. Non-compliant shipments may be rejected, destroyed, or result in costly delays and fines.
What is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is a global standard established by the International Plant Protection Convention (IPPC) to prevent the international spread of pests and diseases through wood packaging materials.
Key Facts:
- •Established in 2002, adopted by 180+ countries
- •Applies to all wood packaging: pallets, crates, dunnage, and spools
- •Required for exports to most countries worldwide
- •Wood must be heat-treated or fumigated to kill pests
Treatment Methods
Heat Treatment (HT) - Recommended
Wood is heated to a minimum core temperature of 56°C (132.8°F) for at least 30 consecutive minutes.
Benefits:
- ✓ Environmentally friendly - no chemicals
- ✓ Widely accepted globally
- ✓ No residue or odor
- ✓ Safe for food products
- ✓ Most common and cost-effective method
Methyl Bromide Fumigation (MB) - Limited Use
Wood is fumigated with methyl bromide gas to eliminate pests.
Considerations:
- ⚠️ Being phased out due to environmental concerns
- ⚠️ Not accepted by all countries
- ⚠️ Higher cost than heat treatment
- ⚠️ May leave chemical residue
- ⚠️ Not suitable for food products
The ISPM-15 Stamp
All compliant wood packaging must bear the official ISPM-15 mark, which includes:
HT
IPPC Logo
Wheat symbol in circle indicates compliance with international standards
Country Code (XX)
Two-letter ISO country code where treatment occurred (e.g., CA for Canada)
Producer Number (000)
Unique identifier assigned to the certified treatment facility
Treatment Code (HT/MB)
HT for Heat Treatment or MB for Methyl Bromide fumigation
⚠️ Warning: The stamp must be clearly visible, legible, and permanent. Stamps that are painted over, damaged, or illegible can result in shipment rejection.
Countries Requiring ISPM-15
ISPM-15 compliance is required for exports to most countries worldwide, including:
Note: Requirements may vary by country. Always verify specific regulations with your freight forwarder or customs broker before shipping.
Exemptions from ISPM-15
The following materials are exempt from ISPM-15 treatment requirements:
- ✓
Wood Products Processed Beyond Recognition
Plywood, particleboard, OSB, hardboard, veneer - no bark present
- ✓
Thin Wood (≤6mm thick)
Very thin wood pieces that pose minimal pest risk
- ✓
Plastic, Metal, or Composite Pallets
Non-wood packaging materials don't harbor wood pests
- ✓
Domestic Shipments
Within Canada/USA (except Hawaii, Alaska requires treatment)
⚠️ Non-Compliance Consequences
Shipment Rejection
Customs may refuse entry and return shipment to origin at your expense
Destruction of Goods
Non-compliant wood packaging may be destroyed, including your products
Fines and Penalties
Significant financial penalties from customs authorities
Costly Delays
Quarantine holds, inspection fees, storage charges, missed delivery dates
Customer Relationship Damage
Lost trust, cancelled orders, potential loss of international accounts
